What Is PM Viksit Bharat Rozgar Yojana?
PM Viksit Bharat Rozgar Yojana (PM-VBRY) is a central government scheme that gives money to two groups:
- Young people starting their first job in a company registered with EPFO
- Employers who give jobs to new people
It was earlier called the Employment Linked Incentive (ELI) Scheme. It was first announced in the Union Budget 2024-25, and the Union Cabinet approved it on 1 July 2025. The Ministry of Labour and Employment runs it through the Employees’ Provident Fund Organisation (EPFO).
Scheme Overview
| Detail | Information |
|---|---|
| Scheme name | Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) |
| Earlier name | Employment Linked Incentive (ELI) Scheme |
| Total budget | ₹99,446 crore |
| Job target | More than 3.5 crore jobs |
| Jobs counted | Joined between 1 August 2025 and 31 July 2027 |
| Run by | Ministry of Labour and Employment, through EPFO |
| Special focus | Manufacturing sector, where employer incentives run for 4 years instead of 2 |
Two Parts of the Scheme
| Part A | Part B | |
|---|---|---|
| Who benefits | First-time employees | Employers |
| How much | Up to ₹15,000 in two instalments | Up to ₹3,000 per month for each new employee |
| Main aim | Support youth entering a job for the first time | Encourage companies to create new jobs |
Part A: Are You Eligible? (Check Yourself)
Tick each point. If all of them are true for you, you are likely eligible.
| Condition | Your answer |
|---|---|
| I have never been an EPFO member (or member of an exempted PF trust) before 1 August 2025 | Yes / No |
| I joined my job between 1 August 2025 and 31 July 2027 | Yes / No |
| My company is registered with EPFO | Yes / No |
| My gross monthly salary was up to ₹1 lakh when I joined | Yes / No |
| I have a UAN made through Face Authentication on the UMANG app | Yes / No |
If you answered “No” to any of these, you may not get the benefit. In particular, someone who already had an EPFO account before 1 August 2025 is not counted as a first-timer.
How Much Money Will You Get and When?
| Instalment | When you get it |
|---|---|
| First instalment | After 6 months of continuous service |
| Second instalment | After 12 months of service, once you complete the financial literacy programme |
The incentive equals one month of your EPF wage, capped at ₹15,000. So if your EPF wage is ₹12,000, your total incentive is about ₹12,000, not ₹15,000. It is paid in two instalments. Part of the incentive is kept in a savings instrument or deposit account for a fixed period, and you can withdraw it later as per the scheme rules.
Do You Need to Apply?
This surprises many people. Employees do not fill any separate application form. The incentive is processed using the records your employer files with EPFO every month, called the ECR (Electronic Challan cum Return).
That means your employer’s filing matters a lot. If your company does not file properly, your benefit can get delayed.
What You Must Do as an Employee
| Step | What to do |
|---|---|
| 1 | Download the UMANG app |
| 2 | Generate your UAN using Face Authentication (FAT) |
| 3 | Give your UAN to your employer so they can file your PF details |
| 4 | Make sure your bank account is linked with Aadhaar and enabled for DBT (NPCI mapping). Ask your bank to confirm. |
| 5 | Stay in the job for at least 6 months |
| 6 | Complete the financial literacy programme before the second instalment |
Part B: For Employers
Employers do not get money for just any hiring. They must create new additional jobs.
| Rule | Detail |
|---|---|
| Registration | The company must be registered with EPFO |
| Small companies (fewer than 50 employees) | Must hire at least 2 additional people |
| Bigger companies (50 or more employees) | Must hire at least 5 additional people |
| Retention | New employees must stay for at least 6 months |
| Incentive | Up to ₹3,000 per month for each new employee |
| Payment | Sent to the employer’s PAN-linked bank account |
Companies already registered with EPFO do not need to register again, but they must give some details such as PAN, GSTIN and bank information on the scheme portal. Employers also need to make sure each new employee’s UAN is Aadhaar-authenticated.
Why Might You Not Get the Money? (Common Reasons)
Based on the scheme rules, these are the most likely causes:
| Possible reason | What to check |
|---|---|
| You had an EPFO account before 1 August 2025 | Then you are not a first-timer |
| UAN was not made through Face Authentication | Generate it again through the UMANG app |
| Bank account not Aadhaar-linked or not DBT-enabled | Ask your bank to link Aadhaar and enable DBT (NPCI mapping) |
| Employer is not filing the monthly ECR | Ask your HR or accounts team |
| You have not completed 6 months yet | Wait until the 6-month period is done |
| Salary was above ₹1 lakh at joining | You are outside the limit |
| You joined before 1 August 2025 or after 31 July 2027 | Outside the scheme window |
Where Does the Scheme Stand Right Now?
On 19 June 2026, Prime Minister Narendra Modi released around ₹2,400 crore in incentives at Vigyan Bhawan, New Delhi. According to the government, the scheme had supported around 15 lakh jobs by then. Under Part B, ₹214 crore went to 17,551 employers who had created about 6.46 lakh additional jobs. These are government-reported figures.
Benefits and Limits
| Benefits | Things to remember |
|---|---|
| Up to ₹15,000 for your first formal job | You must be a real first-time EPFO member |
| No separate form for employees | Your employer’s filing decides how fast you get it |
| Brings you into the PF and social security system | You need to complete 6 months in the job |
| Helps companies hire more people | The employer must show new additional jobs |
| Financial literacy programme is part of the scheme | The second instalment depends on completing it |
Frequently Asked Questions
Is PM-VBRY the same as the ELI Scheme?
Yes. ELI was the earlier name.
Can I get the benefit if I changed jobs?
If you had a PF account before 1 August 2025, you are not eligible under Part A. If you became an EPFO member for the first time after that date and then moved to another EPFO-registered company, the published material does not clearly say how your 6- and 12-month service is counted. Check with EPFO (helpline 1800-118-005 or the grievance portal) or your HR team before switching jobs.
Do I need to register on a website?
No. Employees do not register. Employers register or submit details on the scheme portal.
Who gets the Part B money, the employee or the employer?
The employer. Part B is only for companies.
What if my salary is above ₹1 lakh?
Then you fall outside the scheme’s wage limit.
Where can I check the latest rules?
On the official portal: pmvbry.epfindia.gov.in
If you are starting your first job, do two things now: create your UAN properly through the UMANG app and make sure your bank account is Aadhaar-linked and DBT-enabled. Then keep an eye on your employer’s PF filing. Those small steps decide whether the money reaches you on time.
